The Nile Basin Discourse (NBD) is a regional network of civil society organizations established to facilitate and support civil society engagement in Nile Basin cooperation and development processes. Its mission is to ensure a Nile Basin where resources are equitably and sustainably developed and managed benefiting all its inhabitants. A primary focus for engagement and advocacy is the regional Nile Basin Initiative and its constituent national governments as well as the media and public. In a bid to consolidate its achievement to date by strengthening its institution, and to implement its mid and long term ambitious plan, the NBD is inviting committed, competent and dynamic professionals from the riparian countries (Burundi, DRC, Eritrea, Ethiopia, Egypt, Kenya, Rwanda, Sudan, Tanzania, Uganda) to fill this position.

 

7.  JOB PURPOSE 

To oversee all aspects of financial, administration and human resources management and  ensure that NBD’s policies and procedures are effectively implemented and complied with.  Provide strategic support to NBD Board and Executive Manager. 

  KEY RESPONSIBILITIES                                                   

• Oversee  all  finance  and  accounting  functions  including  budgeting;  asset  management; cash flow management; payroll; management reporting; financial,  variance  and  accounts  analysis;  in  accordance  with  generally  accepted  accounting  principles,  financial  policies  and  procedures  of  NBD,  and  all  other  applicable laws, rules and guidelines.    • Oversee all aspects of human resource management for all  employees  including  but  not  limited  to  recruitment,  induction,  development  and  termination,  in  consultation  with  relevant  organs  of  NBD,  performance  management,  facilitating  the  process  of  setting  benefit  and  compensation  packages, and working with employees’ supervisors implement Board‐approved  employee policies in accordance with relevant Employment law requirements  • Grant and contract management including supporting Executive Manager in  negotiating donor funding support.  • Assist in the development of current and long‐term organizational goals  and objectives as well as policies and procedures for NBD operations.     • Ensure  internal  financial  and administrative  procedures  are  compatible  with prevailing  laws of the host countries for NBD Secretariat and the NDFs.   • Ensure  that  procurement  and  administration  policies  and  procedures  are  adhered to and are compatible with donor criteria.   • Take  overall  responsibility  for  the  finance  training  of  the  NBD  and  NDF  finance and non‐finance staff on NBD standards and donors’ requirements.   • Ensure that regular financial statements are produced so that the Treasurer,  Executive  Manager  and  the  Board  have  adequate  information  for  decision  making  • Prepare  and  present  annual  financial  statement  up  to  external  audits,  in  consultation with the NBD Treasurer.   

  PERSON PROFILE   

Qualification   1.   A Bachelor’s degree in Commerce or Business Administration or equivalent.  2.   An MBA is an added advantage  3.   Certified Public Accountant (CPA), ACCA, CIMA or equivalent.    Ability & Skills    1. An  ability  to  write  clear  and  concise  reports;  good  spoken  and  written  English. French or Arabic will be an added advantage.  2. Proven  ability  to  produce  results  within  tight  deadlines  in  a  very  busy  environment  3. Ability to work independently with minimal supervision  4. Ability  to  interact  effectively  with  a  geographically  dispersed  multicultural team composed of international and national personnel  5. Analytical  skills  and  decision  making  ability  even  in  complex  and  sensitive situations  6. Capacity  building  of  finance,  non‐finance  staff,  partners  and  community  members  7. Fundraising skills  Knowledge & Experience     1. Excellent computer skills with expertise in Power point, Word, Excel and  Outlook 

2. Hand‐on use of a variety of accounting software packages such as AccPac  or SUN   3. A minimum of  8 years, with  5  years  post‐qualification, of  senior  financial  management experience   4. Budget development and budgetary control including variance analysis  5. Preparation of financial statements up to audited accounts  6. Management of donor funding up to final financial report with exposure  to  reporting  requirements  of  such  donors  as  Irish  Aid,  DFID,  CIDA,SIDA  and  USAID  7. Working with partner organizations   8. Familiarity with Ugandan tax regime is an added advantage   9. Project appraisal and development up to securing of funding  10. Development of organizational strategic plans    Commitment   1. Must be in sympathetic with the aims of NBD as it seeks to express the  concerns & aspirations of the member NDFs, CSOs and communities in the Nile  Basin in their efforts to combat poverty and strive towards equitable use of the  common resources of the Nile for all its inhabitants.  2. Willing  to  spend  long,  highly  interactive  hours  on  detailed  work  that  demands accuracy  3. Must be available to travel within the region for up to 12 weeks a year
